ME :1) turns 17 this month,
2) has a height of a 12-year old (thanks to heels that´s no problem

- in my country most people are considered to be tall - so I´m quite short compared to them)
3) is always thought to be 18 (-20) by the strangers (most people think I´m not underage and let me into clubs and this kind of places - it´s scary!!!

and annoying at times

4) has a mind and attitude of a 21-year old (everybody says I´m much older in my attitude than it says on my ID-card

because I am a very thoughtful and grown-up-like) Also because I have a mind of a 21-year old then it´s a pain to be still in high-school (at my country children start school at the age of 7 and go to high school at the age of 16 and high school ends when students are 18-19 and then they go to college - long way to go!)
5) will always feel young and never old

As you all see it´ s quite hard to say how old I am

I myself would say: On ID-card I´m 17, but when you talk to me , then I´m as old as I want to be at the moment

Always is such a long word. I would have guessed your approx. age just after this one sentence.
When we are young we use "never", "always", "love", "hate" so often, that the true meaning of it becomes blurred. I'm not gonna bash you, it's good for you that you are more mature than your age, but it's wise for everyone to be careful with those words.
