Strangely it was the hair colour that threw me, recently I had been watching old clips of xman and love letter, in them she had light brunette hair, that's why her face looked familiar.

this image appears to be from the same photoshoot as your first photo. Another reason some of us couldn't remember is that she's multi skilled, started as a singer with a girl tiro (red?) then went solo/ has modelled/ hosted music shows/ being on variety shows and talk shows / starred in several Banjun Dramas and I think she is making a drama at the moment (Chinese-Korean collaboration called "Hot Dance World"?) and finally she's a spokesperson for an online game.

I never really understood the fascination with Bae Seul Gi. I find that she can be pretty sometimes, but the majority of the time she kinda has a weird look. I think it's because her eyes are too far apart. There was a hilarious post about it a few months ago on asianjunkie in which the author said BSG looks like Sid from the movie Ice Age

Yup, that's the "Bokko Dance girl" Bae Seul Gi. Do a youtube search for "bokko dance" (i.e. liquid + eurocheese + para para) and you'll see the dance that made her popular literally overnight in Korea.
