In a single week, how many hours are telecast of new Japan-produced doramas? And, how many hours of new
animes?
I'm guessing that there's some period corresponding to the US "sweeps week" when networks compete to show high ratings...when is that?
In "off-season," what percentage of shows in "prime-time" -- say, 8 to 11 PM -- would be reruns?

I don't know about weekly stats, but there is no such thing as an off-season in Japan. Especially for dramas and anime. There may be a week here or there where they don't air due to sports or other specials.
Japan TV seasons correspond with the actual seasons, and usually air 12-13 episodes in the time period. 4 x 13 = 52 weeks.
Variety show-wise, the ones I watch may take a couple weeks off at some point in the year, but they usually bookend these breaks with 2-3 hours specials.
