No. There's no live action series for it. Only a really bad live action movie from 1986 called Apartment Fantasy Maison Ikkoku. This new special is not that great as well, but in the end nothing can beat the original.
IMO it's pointless to watch this special without knowing the manga or at last the 96 episode animated series. At last if you don't plan to watch this dorama just because of Ito Misaki.

Yes, there's at least 300+ seeders at the moment. If you're having problems connecting you might want to check your BT ports.
