well no they just show a little commandline stuff because it looks technical.
if you are using windows you can go to start, open "run" (in vista you will have to use hotkeys: "windows key (flag between ctrl+alt) + R" will open the run screen). then type cmd and press enter. You get that black screen. then type "ipconfig" without the quotes and you will see what you see on the screen (it's nothing special though, it shows some information)
in this same screen you can also type "dir" (again without the quotes) and you get a directory listing like:
you'll see something like that in the video aswell :p a little less than 20 years ago, it was natural to use these commands. There was no Windows yet (so no graphical thingy's like folders and stuff) so you had to type everything. This was called DOS, many versions of Windows were still running under dos (Windows 3.11, 95, 98, me etc )
now about the 192.168 ip... it's from a local area network. This means IP's starting with this range can be used at home or at a company or at school or wherever you are and won't be distributed on the internet. This means, the computer he was hacking () should have been in the same network as the hacker's computer... That was not true because the hacker was at home, and the teacher wasn;t at that same home
The same goes for any IP that starts with 192, 10, 172. Also 127.0.0.1 = localhost so it can't be used from the outside and ip's that start with 169 are ip's made by windows because it can't get one from the server. These will not be able to connect to the interwebz

BTW fellow nerds: did you also notice how at some point he used a unix command prompt and it "transformed" into a dos command prompt?
btw these are pics I got from the internet by googleing a bit. If you take a look, you should see they are similar to what you see on screen

Not at all
1. Local IP Address: It means that the computer on the "network" that he was hacking was actually local to his router. Imagine your network at home, where you may have one or more computers connected to a router (and then maybe to the internet). All your computers at home would have a common "domain", which starts with 192. Basically, it would be like trying to hack your other computer on the next room... he might as well just walk over there and type directly on its keyboard.
2. ipconfig (on a windows machine): All it does is display your current network configuration (for example, your network address assigned to you by your server). It's just an information tool. Even if he had used ifconfig on a unix system, all he could do would be to set his own network address
