I just checked with mine and the subs sync perfectly fine.
Try dl-ing the raw again either from WITHS2CB or from aigoo site http://aigoo.withs2.net

I think the problems with the raw file. Every raw file I can find for episode 15 has an advertisement in the beginning...that's probably why the subs are off sync.

I was wondering anyone has a raw without the advertisement on it?

I had the same problem. You can always resync the file if you're playing it through vobsub. Just double click on the little green arrow in the taskbar to open the vobsub settings. Then go onto the TIMING tab. Change the subtitle timing delay from 0 to 9100. Hopefully this helps! Email me if you need further assistance! diana.hah@gmail.com
