Yes, it would qualify as tokusatsu. No suit kaiju though. And it also fits the sub category of sentai, what with five each with different color. And with the outfits I'd say it qualifies for fanservice too. AFAIK, there's only this one episode, it seems kind of like a pilot with no details on whether it'll be continued with more or not. And there isn't any backstory or character development. Just some nice stuff to watch and mindlessly entertain with.
