At first I tried searching for "guy in Kumi Koda's PV [i]You[i/]", but I got no where. It turns out his name was staring at me in the face Laugh Not much info on him, but here's his profile.

Yep, same thoughts here. And I think it's from the " Keitai Deka Zenigata Mai" Series - the uniform looks somewhat alike. These torrents are posted on d-addicts too, good luck! Smile
