Usually, the specials are "Graduation Specials." So I'm assuming this torrent is no different.

This is completely unrelated, but I met kinpachi sensei once in a bar in Nagoya. I had no idea who he was, and this is the first episode i've ever seen of this show. Thanks for uploading it! haha

I know about the graduation specials, but is this one related to series 7? If so, why's it called 11? That's my source of confusion.

to me too its a bit weird to call it special Part 11, but it seems that they do number the specials seperately. Never actually watched it myself, but seems to be quite a long running show!
